You can remove the cover in situ, unclip it from around the cables then along its length, its not easy but do able. If your not happy doing that, disconnect the battery, remove the connector then take off the cover, insert the connector, connect the battery. The cover can be replaced in situ. I have had this problem on several Astra & Vectras I found it was always an issue with the compressor connector. If you turn a/c on and then wiggle the connect and wiring, see if it starts up. If it does just disconnect tue plug and bend the pins a bit. Then reconnect it.
